经调查，张雷列入其2014年度获资助基金项目申请书中的2项专利未获授权，但均标注为已获授权。论文1系张雷捏造，张雷还将自己篡改为论文2、3、4的第一作者，存在提供虚假信息的问题。但现有证据材料不能证实论文5存在一稿多投问题。

经自然科学基金委监督委员会五届七次会议（综合专业委员会）审议、自然科学基金委2020年第二十二次委务会议审定，决定根据《国家自然科学基金委员会监督委员会对科学基金资助工作中不端行为的处理办法（试行）》第十六条第二项的规定，撤销张雷2014年度获资助基金项目（批准号61473027），追回已拨资金，取消张雷国家自然科学基金项目申请资格3年（2020年11月3日至2023年11月2日），给予张雷通报批评。

关于对武四新干扰基金项目评审的处理决定

国家自然科学基金委员会监督委员会（以下简称“监督委员会”）收到举报，反映河南大学武四新与云南某某大学杨某某就项目评审进行不正当沟通。

经调查，武四新在申报2017年度NSFC-河南联合基金项目过程中，通过电话联系可能的函评专家云南某某大学杨某某，随后又通过邮件向杨某某发送其自己拟定的对申请项目的评语。武四新违反相关基金申请要求与管理规定，存在干扰评审的行为。

经自然科学基金委监督委员会五届七次会议（综合专业委员会）审议、自然科学基金委2020年第二十二次委务会议审定，决定根据《国家自然科学基金委员会监督委员会对科学基金资助工作中不端行为的处理办法（试行）》第十六条第五项和第九条的规定，撤销武四新2017年度获资助基金项目“基于高开路电压的银梯度分布的铜锌锡硫硒电池材料的设计”（批准号U1704151），追回已拨资金，取消武四新国家自然科学基金项目申请资格3年（2020年11月3日至2023年11月2日），给予武四新通报批评。
